Can't create raised face on custom coin

I have tried various 2d/3d pocket clearing and adaptive clearing as well as various other toolpaths but it will always select the face when I try to select the background, I also cannot get the eyes,mouth and nose to be raised compared to the face as it cannot select the finer details. I tried offsetting the face so that they weren't connected to the background but that didn't work either. I have attached some pictures of what happens when I try to select the background.

It seems the only toolpath that can give the detail I need is trace and engrave, but this will cut the face out of the material rather than leaving it raised.

I cleaned up your file a ton. You had way too many bodies and you didn't have enough selected in your Setup. I used the "Combine" tool and merged the male face into the coin. I then used 3D Pocket and let it do it's thing, constraining it to the Outside edge of the coin. Here is the machined result:

how did you do this? I have a few other coins which were designed the same so I would need to fix them up too, are too many bodies bad? should I join them to the background?

 

Could this be done just from a sketch? before the extrusion? as this would save time trying to extrude, the svg I use to import for the face can be very slow to extrude due to the large number of path nodes.

I used the Combine tool in the Modeling space. Select the Body that you want to join everything to and then select all the dozens of other bodies. You can make your selections from the Design tree, so it's not going to be an anooying click-fest.

That said, it "should" have worked as-is, but it's likely that we've exceeded the limits of what the toolpath can comfortably recognize as what's a body that should be avoided. However, one of my attempts with 3D Pocket did work just fine, except it took ages to solve. Changing it all into one Body should help with that.
