Adaptive Clearing with small islands

 Hey everyone, I'm having an issue with adaptive clearing on multiple parts.  Here is what I'm doing:

I have 4 parts that I am machining from a single piece of aluminum which is .5" X .75" X 3.5".  I first face with a 1/2" endmill to the top of the model.  I'd like to use the same 1/2" Endmill to clear material down to the second level just above the chamfer.  Is there a way to define the circular features so that the endmill goes all the way around?  I tried using a patch, but I get very odd results.  

 

I've tried other workarounds like doing a 2D contour, but this seems like something that should be easy to do as an adaptive clearing operation.  Or am I wrong?

3D Adaptive, turn off "Machine Cavities" and you shouldn't have to select any geometry after you define your heights.

Whoops, sorry that won't make full circles, it'll penetrate into the bore area at the top... a little. I think your best option would be to make some "plugs" (as extra bodies) that can be added to the single toolpath. Once they're in there, don't include them in your setup, just under Model in the toolpath. When you get what you want, just hide them and ignore that they're there for further programming.

That was actually what I was thinking, but I started exploring the patch panel more and realized I can add sketches as well as patches to the model, and Fusion will use that as the geometry.
