Modern UI: Reduce Blank Space in Attachments Tab to surface Related Attachments

Hello,

The Related Attachments end up buried in the Attachments tab in Modern UI due to the large blank space, and the grid that sits mid-way through the screen. For usability, would be best if it showed the Direct Attachments collapsed IF there are no files there, otherwise, the users don't know to scroll down to look for something.

@giliar.defriesperez GREAT! yes, realized that the grid is down if nothing is attached, and it moves up after you attach something. Look forward to this being fixed.
