Modern UI: Drag and drop to attachments tab

Issue:  currently unable to drag and drop documents to attachment tab, only option is to browse local files.   Feature would allow documents to be uploaded by simple drag and drop method providing an efficient friendly customer experience in UI.

This is a major issue, as a user is no longer even able to drag and drop in the classic view.  This is causing a major hindrance on our engineering department as they are trying to load files into specific folders under a specific attachment. This should be a simple fix as it was something that was originally available in the software package, and one of the reasons we bought this software subscriptions.

Changing this to implemented, as it was released to Modern UI in July. Thanks for the feedback, folks.
