The permission to edit records and to submit processes depends on the workflow configuration and its transitions. When configuring the transitions properly, the additional owners can be granted additional permissions, including edit permission.
See the example of the Problem Report workflow below. The transition 'Submit' has Precondition Filters enabled with both the Owner and Additional Owners selected. With this setting, the Submit transition is available to both the Owner and all additional owners of the given process. Along with this permission for the Submit transition, the same group of users also gets edit permission for the process details & attachments as long as it is in status Create.
