Can't change member roles or make them Project Creator

Hi,

I manage multiple hubs for my company. Recently I have created two new Hubs, all having multiple members. The members are also new accounts. I was able to create the hubs, i was also able to create the accounts and add them to the hubs.

Now i want to change the Role settings so the new members will be able to create Projects. Unfortunatly I can't change the Hub Access settings for the members. See below animation. <Edit: animation removed>

There is a 'try again later' message. The first time I Tried this was a month ago. 

Would anyone have an idea as what might be causing this?
