Having now worked on your file I found that nothing was grouped so there was no need to ungroup it. The entire design is a single 'path' so I first needed to break it apart:

Once you've broken it apart you can delete the paths you don't need. You might find other functions such as 'Inset' and 'Outset' useful too if you want to adjust the remaining paths inward or outward.
I'm not clear whether your second file is a screenshot of a vector file or the PNG you posted is the file. If it isn't vector already you'll either need to obtain a vector version or trace it in Inkscape (or another application you have access to). Fusion will not be able to use a raster format file for extruding. I'm also not quite clear on your other statement about deleting parts and different levels etc.
