How to create mounting holes in custom device library

I am trying to create my first custom device library. I am stuck trying to create mounting holes. Can't see how to proceed. Do I do this in the Footprint designer or the Package designer?  Would appreciate any pointers... I cannot see how to do this at all.

thank you for you participation in the Fusion Electronics forum. 

 

Mounting holes are added to the footprint. Go to the Create menu and select the Hole option as shown in the image. Set the diameter in Hole properties window and place it.
