The polygon pour tool is the one to use when dealing with copper layers as is the case here. Polyshape only works for non-copper layers. The polygon pour tools will let you draw whatever shape you want, in this specific scenario I notice you have lots of strange polygon shapes. The clearances in your rules can interfere with how the polygon fills so make sure you have them set to allow the polygon to fill and connect.
Some users will recommend manually connecting all of the pads before relying on the polygon to make the connections.
