Mirror Group of whole pcb not working

I try the mirror group command using ULP in FUSION Electronic but not working, same done in Eagle

Are you talking about the "mirror board" ULP? I am not familiar with the mirror group ULP. 

Just in case you are talking about the mirror board ULP, we have replaced that with the "Flip Board" option. This is a lot safer as it does not actually modify your data like the ULP would.
