Did you hold the shift to unlock as mentioned in the bottom of your screen?

Nope, there is no message there, it just fails to unlock.  There is a message LATER, after the click is executed--but you don't know it failed.

The failure is in the  hovering selection, when something is locked

There is some kind of logic modal bomb going on.

I hope you're doing well. Was this board outline linked to at 3D PCB? Board outlines that are linked to an assembly are locked and can not be unlocked by the LOCK command. Can you confirm if that's what's going on?
