Windows 10 - change parameters dialog won't open

perhaps it is because i migrated from Mac to Windows.  For some reason, I can see the change parameters menu item, but when i click on it, the dialog box will not open.  What am i missing?  How can i fix?  Thank you.

It could be off screen. After clicking the icon try pressing Alt+Space then M then an arrow key, this should make the dialog jump to the mouse pointer. You might want to experiment with something like notepad so you can see how this works first.

Thank you.  This didn't quite work.  What ended up working was I have an external display (it is older) hooked up via usb-c.  When I unplugged, the dialog box showed up on the laptop's screen.  I was then able to move it over.  The "give away was when I did do the alt-space-m, the arrow turned up on the laptop's screen.  Thank you again.
