Why can't I delete a hole from a body unless I paste it into a new design?

I have an existing design with several bodies in it. Design history is turned off. When I attempt to delete a hole from one of the bodies, it just removes the surface and leaves an unstitched body.

 

However, if I copy the body and paste it into a new design (also with design history turned off), Fusion 360 removes the hole like I wanted to (and heals the surface through which the hole passes) when I delete the hole surface. Why the difference?

@Anonymous - what workspace is active when you do the delete?  If you are using Solid tools:

then, Delete is "Delete and Heal" - meaning the hole would be deleted and the solid would be all stitched back together, while if Surface tools are active:

Delete is just delete without the healing part, leaving a surface body with faces removed.

Yes. That's exactly what I was doing. I meant to put this screencast in my original post.

What is exactly what you were doing?

In your screencast when first trying to delete that hole you are in the Surface tab so the cylindrical surface is deleted, leaving you with a surface body.

When you insert the component into another design, that design, by default starts in the Solid tab and when you break the link it then allows you to delete the hole instead of the cylindrical surface.

@TrippyLightning - Yes. I somehow missed that I was in the Surface workspace in my initial design. Going back to my initial design, I changed to the Solid workspace and I can delete (and heal) holes to my heart's content.
