What's up with mirroring???

Just a quick question - I've been mirroring some components recently and been seeing very odd behavior.  Instances of the same part seem to be linked in moves and mirrors.

 

For instance, I've got 3 brackets on the top of my unit, I copy and paste a unit to the bottom.  When I mirror that unit on the bottom, an additional 3 components are created up top mirrored at the same distance from the originals.  What's up with this?  I've also seen the same behavior when moving components (some are grouped and if I delete one, they all get deleted).

 

Is this expected?  How do I work around this?
