What determines offset to be negative for unclosed lines?

In this example, the offset (red line) is negative and it's on the right of the original line (blue line)

But in this example, the offset is positive even though it is still at the right of the original line.

What determines offset to be negative for unclosed lines?

The side that is a positive offset is normally determined by the direction of the original sketch line.  I cannot give you which direction is going to give you the positive offset for any line but you can see that the direction of sketch determines it.

 

By the way, yours is one of the longest Autodesk ID handles I have seen on the Forum.
