Flange on cylinder surface based on intersection curve

I am creating a inlet to a barrel (cylinder) and want to add a flange to mount the tube inlet on the barrel surface with screw holes (width 20mm). I have created a intersection curve between the outer circle of the barrel and the inner circle of the tube as base for the flange, but I cannot create the flange based on this curve. I have tried to use the sweep command but it is not aligned with the cylinder as base. I also tried to make an offset curve of the intersection curve, but I cannot use this as base. Any ideas of how to make this?

Here's one way. I modified the inlet extrusion to create a sold part, extracted a copy of the curved face then extended by 20mm.

Then thicken set to join.

Finally extrude the hole. See attached file.
