"It may not have synced correctly." I clicked the trouble shooting link and followed the instructions, as well as restarting my laptop entirely however the project still won't open.

In your AppLogFile, under today's date, you have this error and the reason.  If I were you I would download the Fusion 360 Installation file, from your Autodesk Account page, and run it to update your version to the current one.  Before running, make sure you are using an Administrator user capable account, disabled Anti-Virus temporarily and when ready right click on the installer and choose Run as Administrator just for luck.  If you wish to try the Fusion 360 Service Utility first, the Repair Option, this may do it.  You will find the Service Utility here.
