Hi if i coudl understood you correctly, may I suggest two ways to achieve maybe the same thing. Select "Create Form" or "Sculpt" if using the "Direct Modeling" mode. Then maybe create a cylinder. Click Edit Form and select to edit Vertices. There could be two ways. You can select the Vertices directly and then shift them. Or you can select to edit "Tangent Handles" . You will have to search out the operations of "Tangent Handles" . I had found that "Tangent Handles " are very cool features. I used that to create perfume bottles.
1) Editing the vertices on the top or the cylinder:

2) Selecting and editing "Tangent Handles" (the colored dots below the top vertices):



I believe the above work flows on editing Vertices or "Tangent Handles" will give you what you wanted in Fusion 360.
