Turn each fill color in an SVG into different extruded heights

I have an SVG of a seal or logo, with a few different colors within its filled sections. 

I'd like to make it 3D, such that each color has it's own unique (ideally custom) height.

 

Without using InkScape or the like to break the SVG into some six or seven single-color parts, and having to align all the SVGs exactly on top of eachother...

...what would be the easiest and/or best way to do that?

Don't think this is really a job for a NURBs modeler unless you have a lot of time, better suited to a mesh. If you can create an image file this tutorial might work for you in Fusion.
