When I add a new component some times it adds it as a sub component of another component. I cant get it to drag to a different location in the tree. How is this done?

I dont know how to get it to capture an image for you.

When I hold down the left mouse button on the Tree item that i want to move and drag to the new location, it will give a preview line at the new location but when I release the mouse button the item does not move to the new location.

You can actually make a screencast/video. The screencast application is part of Fusion 360. After recording the screencasts, they are uploaded to your Fusion 360 account and you'll receive an email notification when they are ready to be viewed, with a link to the screencast.

You can post the screencast here in a new post.

 

However, to address your first point:

Where a new component  is created depends on what component you have activated.

That's what I thought as well. In my case I have the top component active but the new one winds up in another component.

You may have the component highlighted (in blue) as in selected, but that does not mean its active.

It is active if you have the little radio button to the immediate right of the component name in the browser activated.

 

You can also activate a component by right clicking on int and select "activate" from the pop-up menu.

 

Good to see BTW that you are starting with components and not just sketch and extrude away!
