There has to be a better way - duplicating an object to span a set distance

I know there must be a better way to do this, and it would save me a ton of time. I'm working on a tool holder for my CNC machine.  I need to cut cylinders into a body for several tools.  I would like to cut however many holes I can across a given distance, keeping each equal to each other over the span of a certain distance.  What is the best tool to do this?  Pattern?

It seems pattern is the proper tool, but the problem I'm running into is I'm having to painstakingly position it to get the same distance from the outside of the object on the first and last object in the pattern?

 

How do you force a measurement as a guide?  Right now I'm having to trial and error measure 0.320" off the outside of the object, making moves and then re-measuring until I get where I need to.  Is there a way to select an object for measurement, then force a distance for reference?  In other words, Select an object, type in "0.320" and then have to place a marker so I can work off of it?
