Tangent not working?

Have a sketch that I made by projecting the outline of a body. I've drawn a line that I would like to make tangent to two arcs in the sketch. For some reason, when I try to do this Fusion gives me an error. I know that Fusion still doesn't support tangent to spline despite this being a common feature in pretty much every CAD system I've used, but these are arcs, not splines, so I'm not understanding why I can't constrain this line. I've attached a dxf of the sketch, should be fairly clear what I'm trying to do but if not I'm happy to clarify further. Perhaps I'm doing something wrong?

Can you Dimension or Measure as Radii?

I was able to recreate the issue with the dxf I posted, but if you want it in a fusion format, here ya go!

Is there a logical reason that you do not have Capture Design History enabled?

I removed it prior to export. I work in a prototype tool shop, the part is proprietary, non-disclosures and whatnot. All I've done at this point is create my 'UCS', create the sketch, project the body, and create the line, so you aren't missing much.

There is a problem spline causing a loop here. If I window the point inside the circle I can select and delete the problem spline then add the tangent constraints.

Double checking and it seems the problem is actually a very short elliptical curve. If I move the spline below the arc this elliptical curve becomes visible. I guess this elliptical curve is causing a conflict the sketch solver can't solve.
