Snap to a point for Construction Axis perpendicular at point

I don't know what I'm doing wrong, but I is seems like it should be a very simple task to be able to make an axis perpendicular to a plane that at a specific point. The problem I'm having is that select instance won't let me snap to a point that I created in a sketch. I also tried creating a construction point at the sketch point an I can't snap to that either. What am I doing wrong?

Hello Simon,

there are two similar commands how to create a work axis. 

1. Axis Perpendicular at Point  -  new axis is placed to a point where you click with mouse

2. Axis Perpendicular to Face at Point - select a point and then a perpendicular face
