This behaviour is rather odd. The circle moves after hitting the Enter key.
This is in Direct Modeling mode. The sketch was created on the face of the bushing. The origin of this sketch is centered at the bushing center. Break link was required on the bushing components in order to export as .f3d file. Work around is to create the next part based on the sketch in another file.

you are actually inferring your circle center using as reference points that are behind your sketch plane.
Good practice for the future, avoid to many sketches visible, and use project geometry

While that is true, it doesn't explain why the circle is moving from the drawn position.
