shell toward to outer direction of complex 3D surfaces

I have an 3D model like this.

I want to extend or shell this model in outer direction.

However, I am stuck in the process with errors.

 

Is there anyone can give any advices to me?

Original STL file Needs to be converted to quad mesh in Blender, 

So that Fusion can convert it to a Tspine.

 

No point in converting the STL to a triangulated solid.

 

Might help....

I will transform STL file to Quad meshes.

And in Tspline, can I shell or resize the model?

Just for information in case you want to print it.
You do not need to shell a part to print it hollow.

Is the scale correct?
The part is only 28 mm.

just my 2 cents, there are few times when converting a mesh to a solid b-rep is necessary or desirable.   Fusion isn't very good at dealing with these types of models.  what is the end goal here, there is likely a different workflow that will achieve the result you want w/o having to convert the mesh to a b-rep.

I ask again. Do you want to print the part?
There are bottlenecks of less than 0.4 mm.
