shell thickness problem

I am trying to use the shell function on a part I have drawn however it wont allow me to sheen inwards anything less that 15mm, I am try to go inwards only 3mm,  however it will allow me to shell outwards?? is there a reason for this? 1Capture.JPG

You can shell it inwards to for instance 2 mm, but your geometry is of such a nature that the shell command struggles for a lot of shell distances. The problem area is here:

If you modified your fillets to make this a nicer transition, the shell command is a lot happier. E.g:

 

shell_happier.png

 

Shelling is often tricky, because the software needs to be able to offset the surface and be left with valid geometry.
