Is there a way to scroll through the section analysis with a keyboard increment vs dragging the arrow with the mouse?

I do not think there is a keyboard control for this adjustment.  You can make it any mouse drag increment you desire using the Set Increments settings.  This configuration will be functional for any mouse drag operation if you have the check box checked.  You can also add or remove the check in the box during an operation, it is transparent to the operation you are in.

I don't know if I'm doing it wrong but when I drag my mouse over the blue arrow to increment to analysis plane it jumps large increments. It's set to 0.05 mm as the increment. I can't smoothly scroll thru the section analysis.

Try to use 0.05mm is a little small to see the effects.  The attached video, no sound, shows the Set Increment with a value of 0.5mm.  If you cannot get the process to work, please record a video showing your process and post it so we can see where you are going wrong.

Here is my video.  My issue is the scrolling is a little jerky and it is hard scroll thru an exact spot.  If I enter a number I can't scroll from that point.

If you want to go to a point or exact location, the incremental drag is not going to work.  As the name implies, it is an increment and to chance the increment will fall on your exact point is slim to none.  What you want to use is a plane that falls on the point you need.  You can use an existing plane or maybe you need to create one using the Construction commands.  My original suggest was to give you a "finer" drag of the Sectional Analysis plane.  In the Animated GIF I use the Origin Plane of my component as the section plane but it could be anyone I want to create.
