Scaling Problems

I am trying to get a dxf of a decal design to import since the decal feature wouldn't scale right.  Now I am having scale issues with the dxf.  I extruded the dxf to a set thickness, but when I try to scale it non-uniform it says a surface is illegal.  I need to scale only the y direction.

If I unstitch the body and delete some faces (see the Patch environment), I'm able to perform the non-uniform scale. 

 

 
You could use the thicken command afterward to rebuild the solid.
