Files you've worked on in the last 15 days should be available in offline mode, you can change how long files stay available in preferences.

You can switch to off line mode at any time to test it out here.

So, lets say I'm camping and i have no internet connection. Lets also say I have some down time on this trip and want to modify a part that i was working on before. Can i just turn on my laptop and open up Fusion 360 and access the part as if i had on my local Hard drive?

That's correct. When your machine is not connected to the internet, Fusion 360 will automatically go into Offline mode. Then, any file that you'd opened earlier on that machine should be available to you for editing and saving. Later, when you come back online, these saves will get synced to the Cloud.
