Rotate A circular Pattern

Hi I want to create a segmented Circle like you see on the second Screenshot , but this time I need to rotate the the segments so that one aligns with the up direction somewhat, Is there a way to rotate the entire circular pattern along with the reference line?

Create the pattern as a separate body or component, place it and then rotate as needed.
