revolve around 2 perpendicular axis simultaneously

Hello, I am having a problem trying to revolve a part on a swivel eyebolt in 2 perpendicular planes (see screencast). I am using the as-built joint command, it seems to me you have to attach the eye part rigidly to the body and then rotate the body, however since it is now rigid with the body it cannot rotate in any other plane, There may be another way or command to allow this I hope.

Four components, four joints, from McMaster pic, as built is not the problem, easier that way

Revolve the inner base around the bolt.

Revolve the "Axle" and the Eye, (one side)

Rigid the Axle and the inner base. Or visa versa.

One Joint per component.  Rigid the bolt to ........
