I want the lower edge of the inner rectangle 2mm away from the lower edge of the outer rectangle. How do i achieve this?

When you are editing the sketch, use the dimension tool to select the lower horizontal line of the small rectangle and the lower horizontal line of the large rectangle and enter the desire dimension.

You can also use formulas in the dimensions so the inner rectangle will move to the correct position when changing the size of the outer rectangle.
