"Flanging" a surface

Can somebody help me with flanging my sketch 15 to make it one solid piece with bends? For some reason, it let me flange my sketch 7 all at once but wont let me do it to sketch 15. Hopefully my project gives you a good idea of what I am trying to do with sketch 15. Feel free to ask questions so I can help you help me! Thanks in advance.
