Screencast shows a brute force way to do this. The center circles will need a circular pattern of lines instead of rectangular, but positioning the points will be the similar to the horizontal rows. Just make each point coincident with a circle and with one of the circular pattern of lines. Assuming this will be CNC'ed, you can go directly from the sketch to Manufacturing. Note: You only need to model 1/4 of the holes as it's symmetrical on two axes. If Fusion 360 bogs down as you get more points created, simply create the rest of the points in another file.
