Anyone have a video or writeup on exactly how the behavior of these two commands work?

Very hard to find this specific information because the "measure/inspect" tool overshadows any relevant search results.

Ok so re-anchor is to select from where the distance value is anchored, makes sense.
For measure are only line segments of an exact length selectable or can you select the distance between two entities too?

yes, you can select two entities to measure, say, for instance, two vertices or two faces, and the distance between them will be used for the value.
