Question that I have no idea how to explain

For some reason, whenever I select an edge to draw a new sketch, the increments stop snapping to each grid. Instead, I can move it on any pixel I want as long as it is on the line. I want it to draw the sketch at a point on the grid. Does anyone know how to fix this?

Turn off the grid.

You can put the article anywhere close, and finish with a dimension for accuracy to precision set in the units, 3 decimal places for me.

As @davebYYPCU says: The best way is to turn the grid off and use dimensions and constraints to position geometry.  It's easier and more accurate than relying on the grid.

the answers from @etfrench and @davebYYPCU are the usual way that experienced users sketch in Fusion.  But, just to provide some background:  grid snapping in Fusion only works for "free" points.  As soon as you create an inference to other geometry (in this case, snapping to a line), the grid is no longer in effect.  It's just a limitation of the way that grid snapping was implemented in Fusion.
