I believe that Fusion is behaving this way because of the way the points were sketched.
I am assuming that for your workflow, you are sketching a point in space, then creating the circular pattern based off of that single point. From there you are sketching a spline that connects the points and trying to manipulate the position of the points. In this workflow, the position of the points in the pattern are constrained by the radius to the center point of the pattern and the number of instances created when setting the patterns parameters (the command spaces the objects in the pattern equally based on how many objects in the pattern) and therefore cannot be manipulated directly.
However, if you attempt to manipulate the original point's position, you can adjust the length of the spline, as the radius of the pattern has not been dimensioned or otherwise constrained.
