project half a model

I am a beginner and trying to project half of a model and then enlarge it a bit with offset. The I want  to  rotate a cut in a part that fits over the model. It will be a clamp so I need some clearance between the two. Do I have to cut the model in half first or do I project the entire model and then halve it? I don't know how to do either procedure.

The first reaction is to halve it first so that there is less geometry to project. Have you tried the Split command in Model workspace?
