Project a linked outline of a mesh file, that changes when I scale the model. From this projected outline I want to sketch and extrude other components. Is it possible?

Yes, but you change the order of operations,

import the Mesh, set new size, then make the section sketches.

if you go back to make a size change before the sketches, those sketches will update.

Might help......

Correct.  Mesh bodies are different.

I think you have to be in Mesh Environment.

Create > Mesh Section Sketch.  You will be asked which body, and given a movable Plane, Set the position of where the sketch is needed, recommend Origin Planes for a start, presuming the Mesh has the origin in a useable place.

You are then given a sketch with brown outlines.  Then you have to trace this brown sketch article, with normal fusion sketch articles, using the Fit curves to section Tool.  The brown curves can be hidden with the eyeball, when done.

There is no free lunch button, with Mesh bodies.

Might help....
