I'm trying to design a toggle press. I've got all the joints set up and you should be able to move the handle down like this.
I've tried setting different joint limits but I can't get it to work, have I got something wrong or am I asking to much.

You may consider using the "Lock" command (available on right click menu for constraints) to temporarily lock one of the constraints in the kinematic chain. This will make the behavior a bit more predictable when dragging the handle.
Another option is to use a Motion Study to animate the joints.

OK thanks I'll experiment tomorrow. One question for now, does the order the joins are applied affect how something with multiple joins works.

The order that the joints are applied in shouldn't matter. Once the Joints have been applied the system should be solving for all of them simultaneously. I think in this example, there are just too many available movements. The results are a bit difficult to control by simply dragging one component.
One other suggestion you may try is to use the Animate Model command (also on the right click menu) on the PunchSlide joint.
