Please help reverse this fillet?

How can I reverse this fillet so it adds material instead of removing material?

you'll have to sketch the profile/shape you want and revolve it

Yes I am aware I can revolve there to get what I am looking for BUT sometimes the fillet tool works the other way.  Look at the screencast.  

The fillet tool can add material there.  

Sometimes it adds....sometimes it removes.  How do I select which way the fillet tool works?  It is just random for me at this point.

It is not random at all.  A "concave" edge will always add material, a "convex" edge will always remove material:

1) then why did @JamieGilchrist tell me I needed to revolve?

 

2) check out this screencast.  This is the same document, same part that 20 minutes ago was behaving like a concave corner.

When that video was recorded, your two cylinders were separate bodies, not joined together.  So, that edge that you Filleted in that video was, indeed, a convex edge on the top body.  In the earlier video, those bodies were joined into a single body, so that edge was a concave edge on the single body.  Expand the "bodies" folder, and you will see that there are two bodies in there.
