I'm trying to modify parts to an already saved stl file I figured that part out, but I have a taz 4 and was told that some of the layers were too thin for my flexystruder nozzle to successfully print how do I encrease the layers through the specific area that I need increased

It depends on your slicer, but I don't think any have variable layer settings.  You can edit the gcode by creating two files with different layer heights, then copy the layers you want changed to the master file.  You'll need to ensure the new layers' start and end height are identical.

However, I suspect what you really want to do is make the features larger in the STL using Fusion 360.  The Shell command may do this, but it would be best if you attach the file to this thread.
