Hello F360 forum,
Several methods have been tried in attempts
to place a cylinder where the bottom of the cylinder
is flat against the XY plane.
If the bottom of the cylinder is skewed from the plane then when the cylinder is
printed it looks like this:
Have tried Move > Point to Point and Align with no luck.
Moving the cylinder using the eyeball method is not precise.
Is there function, method or command that will move the
bottom of the cylinder so the bottom of the cylinder is
coincident with the XY plane?

From its current state, I would recommend using Joint Origin and Joint to position a component like this. See the video.
However, you have a bunch of unnecessary Body moves in your timeline. If you back up before all those, you have this design oriented on the YZ plane:
it would be easy to rotate (the component, not the body) from here to get it aligned with XY
Aligning the bottom of the cylinder in your slicer is very easy to do:

Hello Jeff. Strater, etfrench and the f360 forum,
The excellent video from Mr. Strater helped
solve the issue using Joint Origin.
The 3D printing is done at a coop called Dallas Makerspace.
The slicer available there is called KissSlicer.
Have tried using that slicer to reorient parts without much luck.
Which is problematic because to avoid 3D printer
overhangs the part must appear in the slicer in
a very specific configuration. The KissSlicer
seems to have very limited capabilities for
adjusting the configuration orientation,
Or maybe I need some adult supervision
on making configuration changes in KissSlicer.
As is the case now, the part has to be reoriented
in Fusion 360, saved as an f3d file then saved
as a mesh, then reopened in KissSlicer to see
if the reorientation was successful. Very hit
and miss.
Will try the KissSlicer again.

Try SuperSlicer. It's very easy to align and position models in it.

If the Slicer is being difficult, live with it.
You need some discipline, and a Preference setting.
In Preferences, reset the Up direction to Z up and save.
When modelling for the 3d printer, profiles on XY, and Extrude will be up Z automatically.
Build in place and you will never struggle with the Move Tool again.
