Hi,

 

I am trying to create a rectangular surface with a circular perforation. The target is not a 3D object, but a surface. Can anyone please help me with this?

yea, from that point, is it possible to subtract the area of circles from the rectangle underneath?

Yes, just don't select the circles when you extrude. 🙂

i used the cut option with extrude, but it seems to be applicable only if
the target is a 3D object

In order to use the sketch for anything, you must extrude it, else it just a sketch 🙂 If you don't want to create a 3D object, then what do you need the sketch for?

I wanted to know if it's as effective as CAD software that produces IGES
files. I need to use it in ANSYS APDL where I'll be able to assign depths
and thicknesses inside the software.

I think what you are interested in creating is a surface body - which will export to IGES.  Here is a screencast that takes up where @Beyondforce's stops:
