Currently it doesn't seem possible to pattern a pattern. I know it sounds silly but for example I have include a file that is calculating the horizontal and circular holes based on expressions.

What I would like is the ability to select both the extrude (labeled 'hole cutout') and rectangular pattern (labeled 'horizontal hole') using features in the circular pattern. Currently it doesn't seem possible and if i change the height parameter I will have to go back and select the new faces that were created in order to cut out the additional holes.

My goal with this would be to have it all parametric so no matter the dia / height the holes are added / subtracted correctly. 

Any ideas on how to achieve this? I am sure I am missing something simple.

You simply had your order incorrect and were using "Faces" instead of "Features" in your patterns.  Model is attached.

 

Edit: Actually the Pattern Order does not make a difference.  I attached your original model with the same pattern order
