Beginner here, I want to place the cover inside a funnel (created using loft), so that it's a tight fit and also angled with respect to funnel arc.
- right now it's either oversized or becomes loose...
Cover should remain removable.

I would use Combine for this. Select the cover as the target body, and the body containing the cone as the tool body. Make sure to mark "keep tools" so that Fusion wont get rid of your cone body.
Plenty of other ways to do this, as well:
- Split Body
- Boundary Fill
- Revolve cut
