Negative Radius on Ellipse Edge?

I want to create a simple negative curved radius on a edge of an oval base but cannot seem to do it. Do I have to do it in the manufature section or can I do it in the design module?

Sketch the ellipse/oval.

Extrude it.

Use the pipe tool on the upper edge of the extruded shape.

Done!
