Need help connecting two circles on perpendicular planes along an arc

Title probably isn't very clear. I need to connect the circles on the left and bottom together along an arc. The hole on the left side need to be as far forward as possible without cutting through the face and the arc needs to follow Plane4. I'm sure there's a simple solution I'm missing but I've been messing with it for hours.

I'm not quite sure if this is what you mean, but I'm guessing that you're trying to loft both circles with a centerline guiderail, something like the file attached.

In concept yes. I was able to accomplish something similar to that previously myself but here's the issue. I need the center of the circle on the bottom constrained to the plane so that it moves with any changes to the placement of the circle on the left or the angle of the plane.

You kind of answered your question here.  move sketch 15 so it is AFTER the angled plane in the timeline.   then project the intersection of the plane into the sketch and constrain the circle to it.

as an aside-I suggest deselecting this setting in your preferences

I had already realized I needed to reorder the sketches but I can't for the life of me select the intersection of the plane and the face to project it into the sketch.

Here's my current preference settings, does it have to do with one of them?

Also, did you just draw lines through the center of the two circles than use a curvature constraint to connect them?

use project intersect on the plane. (that's how I got the projected line in the example I attached earlier)
