Navigation cube seems not to work as expected.

In past I have been able to click on a face of the navigation cube and see a view normal to that face.  For whatever reason, clicking the nav cube seems not to have any effect any more.  I have looked for a setting in preferences and can't seem to find anything that makes any difference.  Any ideas?

I just threw together a simple design just to see what issues you may be experiencing and maybe I am misunderstanding you, but I'm understanding it as you are not able to move the view cube to see certain views of what you're working on. such as front to front, left to left, etc. If this is the case, make sure in the preferences under general that the enable camera pivot and use gesture based view navigation are turned on. Those are the only preferences that I see could interfere with that.
