Mysterious joint failure

Creating a joint between an external and an internal component is failing.  The error message is not particularly helpful.

There are no existing joints between these components, so how can there be a conflict?

I did some workaround and that fix the issue.

There are some joints from the imported parts like bolts and bearings, I removed all the joints and re-joints manually which fixes the issue. 

I made a video screen recording for the same please check.
